Duties:

The duties of this position include:

1. Developing plans and strategies for establishing agreements with public and private sector authorities relative to Department use of telecommunications systems, structures, technology and infrastructure in the Commonwealth.

2. Reviewing and evaluating existing agreements and functionality of telecommunications systems, structures, technology and infrastructure. Subsequently, making recommendations and formulating plans for improving technical, administrative, and service delivery outcomes of State Police emergency communications operations.

3. Analyzing, interpreting, and preparing reports and making recommendations concerning bids, specifications, proposals, contracts, studies, plans, schematics and other technical and business process documents in order to assess or fulfill needs; establish or satisfy objectives; set or meet goals; identify or resolve problems; and continue making progress in building, optimizing and effectively managing the capacity of telecommunications resources used by the State Police for emergency communications functions and operations.

4. Overseeing and monitoring the activities of vendors and their personnel as they perform tasks, fulfill contractual terms and complete telecommunications project work for the Department. Developing and implementing standards and related instruments and procedures for monitoring progress, evaluating quality and effectiveness, and documenting results of telecommunications program activities involving emergency communications functions and operations.

5. Conferring with management staff and others to provide information relative to program implementation, evaluation and monitoring and to define the purpose and scope of proposed telecommunications program interventions and innovations involving emergency communications functions and operations.

6. Facilitating discussions and the exchange of information, acting as a liaison, and otherwise performing administrative duties necessary to effectively coordinate emergency communications functions and operations with public safety partners and recipients of State Police emergency response services. The administrative duties include, but are not limited to: drafting correspondence; fielding and responding to inquiries by telephone, email or fax; preparing and delivering presentations and requests; and contributing research to support management reviews of departmental policies and standards for emergency communications.

7. Performing related duties such as attending meetings and conferences, reporting activities and events, and creating and maintaining records according to relevant categories within the applicable Statewide Records Retention Schedule and departmental policies.

Qualifications:

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.

SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's license may be required.

Preferred Qualifications:

Applicants who possess a Bachelor?s degree or higher in telecommunications with substantial coursework in engineering and/or business, or post-undergraduate professional education credentials in telecommunications policy or law, are strongly preferred for this position. This preferred qualification may substitute for one year of the required experience as outlined in the Qualifications - Minimum Entrance Requirements section.
