The mission of the Department of Human Resources (DHR) is to provide and retain a skilled, competent and diverse workforce for County of San Diego departments so that they may deliver superior services to the residents and visitors.

DHR is an award-winning department with accolades including the International Public Management Association for Human Resources (IPMA-HR) Large Agency Award of Excellence. DHR was also recognized for the Work Safe/Stay Healthy (WSSH) and Injury and Illness Prevention programs, online training for employees and a streamlined job application process. Other innovations include communication to employees about the County initiative to modernize its workforce; the Customer Service Program, Serving Everyone with Excellence; Wellness Initiatives; and numerous leadership training and certificate programs.


This executive management position reports to the Director, Human Resources and is responsible for planning, directing, and organizing centralized human resources programs which serve departments and employees Countywide. This position formulates policy and manages human resources functions which include: recruitment, selection, classification, wage and salary administration, employee training and development, and other personnel related activities.


  • Plans, directs, organizes, and coordinates activities within the Department of Human Resources.
  • Initiates internal operating procedures, policies, and controls.
  • Advises executive staff, County departmental staff, and program managers on human resources issues.
  • Develops, maintains, and implements human resources management policy/procedures.
  • Recommends changes to and implements the personnel provisions of the Civil Service Rules for the Classified and Unclassified Services.
  • Reviews and prepares ordinances, legislation, project proposals, and other documents, and makes presentations to the Board of Supervisors or executive managers.
  • Assists in developing the department's annual budget and conducts fiscal analysis and cost projections.
  • Acts as the Finance and General Government Group's (FG3) Group Human Resources Director.
  • Acts in the absence of the Director, Human Resources.

A bachelor's degree in public administration, business administration, or a closely-related field, AND five (5) years of experience performing professional human resources work that demonstrates possession of the knowledge, skills and abilities of this position.


The ideal candidate will also possess a professional history that demonstrates the following necessary leadership competencies and attributes:

  • Anticipates future consequences and trends accurately, applies knowledge appropriately.
  • Carefully considers implications and impact across time and on others.
  • Seeks to understand perspectives and needs of others.
  • Establishes rapport easily and ability to build consensus.
  • Principles, practices and concepts of human resources management in an agency providing a variety of public services.
  • State and federal laws and guidelines applicable to human resources activities.
  • Policy/procedure development and implementation related to the Department of Human Resources.
  • Principles and theories of public administration including general administration, human resource management, and fiscal management.
  • County customer service objectives and strategies.
  • Principles and practices of supervision and training.
  • The General Management System (GMS) in principle and practice.
