Are you an experienced financial professional with government agency budget or financial management expertise, including experience working with various funds? Do you have strong leadership and management skills while possessing a high level of integrity and ethics? If so, the County of San Diego is currently accepting applications for Finance Officer.

The County of San Diego Probation Department invites applications from experienced finance managers or administrators with experience and success in managing a significant budget with multiple revenue sources, operational planning and management of all financial activities for a governmental organization. The position will be responsible for management of 25 professional and clerical staff, including planning and directing the overall activities and operations of fiscal services, overseeing the functions of budget development and monitoring, procurement, grants, facilities, contracts, revenue and cost accounting, audits and operational planning. The Finance Officer will also advise the Chief Probation Officer and Probation Executive Staff on policy issues related to finance. The incumbent will also work closely with the Public Safety Group Office and other department managers to manage finances, operational plans, contracts, board letters and audits to achieve the department mission.

The current vacancy is located in the Probation Department; however, the list established by this recruitment may be used for future vacancies in other County departments.

The ideal candidate will possess a thorough knowledge of principles and practices of effective leadership, management and administration pertaining to the planning, directing, and monitoring of the budgetary and non-budgetary accounting and financial activities of a law enforcement department; be an adept manager with experience in overseeing a workforce consisting of both financial professionals and clerical staff; possess an expert understanding of governmental finance including budgeting, accounting, auditing, purchasing, contracting and grant management.

The ideal candidate will have a strong working knowledge and demonstrated experience and success in managing high priority and complex financial projects; innovative problem solving abilities; impeccable integrity and ethics; strong analytical and communication skills; consistently demonstrate good judgment and be able to represent the Probation Department.

Minimum Qualifications:

1. Bachelor's degree from an accredited college or university with a major in accounting, finance, economics, business administration, or a closely related field which included successful completion of coursework in elementary, intermediate and advanced accounting, cost accounting, governmental accounting, and auditing, AND,

2.Five (5) years of progressively responsible management experience in government, public, or private industry accounting. Previous experience must have included the responsibility for planning, organizing, and directing a large, complex fiscal section of an agency or organization.

Note: Possession of a current Certified Public Accountant License by the State of California will be considered qualifying in lieu of the education requirement stated above.

The possession of a master's degree from an accredited U.S. college or university, or a certified foreign studies equivalency in the fields stated above may substitute for up to one (1) year of the experience requirement stated above.

Background Qualifications

Must have a reputation for honesty and trustworthiness. Misdemeanor and/or felony convictions may be disqualifying depending on type, number, severity and recency. Prior to appointment, candidates will be subject to a background investigation.


The names of qualified candidates will be placed on a twelve (12) month employment list based on scores received from the evaluation of information contained in their employment application and supplemental questionnaire.
