Crime Scene Investigator II

The Position: Identifies, collects, analyzes, and preserves physical evidence from major crime scenes; ensures all evidence is documented appropriately; takes photographs and video of crime scenes and major traffic accidents; assists investigators in reconstructing crime scene events, including bloodstain and shooting incidents; processes latent fingerprints/imprints at crime scenes and in the laboratory; performs complex examinations of latent print and inked print impressions; testifies as an expert witness in latent print processing and identification; recovers impression evidence using a variety of casting materials; coordinates examination and presentation of specific evidence items by appropriate authorities; operates a variety of crime scene investigative equipment including, but not limited to, photographic equipment, laser/alternate light source equipment, laboratory equipment, and evidence collection devices; prepares scale diagrams and written reports on actions, observations, and conclusions at crime scenes and laboratory findings using modern computer software programs; performs video and image clarification tasks using computer software programs; participates in the development of crime scene investigation policies and procedures; makes recommendations for changes and improvements to existing standards and procedures; stays abreast of new trends in the field of crime scene investigation and evidence collection; provides field and laboratory crime scene investigation training; provides input and feedback to work unit manager regarding performance of staff; and performs related duties as required.


The Police Department operates on a 4/10-work schedule. Working hours may vary and include weekends, nights and holidays.

Ideal Candidate:

Knowledge of: Modern methods, practices, and techniques of crime scene investigation and collection of evidence; advanced techniques of latent fingerprint processing; methodology and history of latent fingerprint examination; appropriate steps for bloodstain patterns and trajectory determinations; methods and techniques of photography; principles and practices of laser and alternate light source use; occupational hazards and standard safety practices; and pertinent federal, state and local laws, codes and regulations.

Ability to: Perform crime scene investigations; collect, process, analyze, and document crime scene evidence; reconstruct events, including bloodstain and shooting incident scenes; operate a variety of crime scene investigative equipment in a safe and effective manner; perform complex fingerprint processing and identification tasks; work irregular hours, including hours outside of the standard work schedule; work safely and adhere to principles of safety when working near traffic or in other environments; prepare clear and concise reports and diagrams using computer word processing programs; work independently in the absence of supervision; plan and organize work to meet changing priorities and deadlines; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work; oversee the work of lower-level staff; and provide training and assign tasks to lower level staff.

Education and Experience: Equivalent to an associate degree in forensic technology or a related field, or completion of a forensic/field evidence technician certification program and three years of crime scene investigation experience. Completion of bloodstain pattern and gunshot incident reconstruction courses is desirable.

Special Requirements: Possession of, or ability to obtain, an appropriate, valid driver license. Possession of a Latent Print Examiner certificate or proof of proficiency testing, and acceptance as an expert witness in latent print examination is required upon hire. In order to work within the Police Department, final candidates must pass a thorough background investigation, which will include a psychological, polygraph, and drug/alcohol screening.


Benefits:

Retirement: Individuals who were active members of a reciprocal public retirement system within the last six months, or were previously employed with the City of Simi Valley prior to January 1, 2013, and enrolled in CalPERS, will be enrolled in the CalPERS 2% @ 55 retirement plan, 4th level Survivor Benefit, and single-highest year compensation. Employees currently pay a 7% contribution.



Other new employees will be enrolled in the CalPERS 2% @ 62 retirement plan, 4th level Survivor Benefit, and three-year average highest final compensation. Employees currently pay a 7% contribution.

The City does not participate in the Social Security system; therefore, there is no FICA deduction from wages, except for Medicare hospital insurance protection.

Benefit Plans: The City participates in the CalPERS medical program, and currently contributes $119 per month for medical insurance. The City??s contribution for vision is $21 per month, and the dental insurance contribution is up to $97.36 per month. In addition, the City provides up to $1422.30 per month in ??Simiflex Dollars,?? depending upon the medical plan selected; employees who decline medical coverage receive $201.30 per month. ??Simiflex Dollars?? are paid as cash and can be used to offset the cost of medical, dental, and vision insurance, or other optional benefits.

Group Health Plans: Employees may select from a variety of PPO and HMO plans through the CalPERS medical program.



Dental Plan: Coverage is available for employees and dependents and includes orthodontia for dependent children. A PPO and HMO plan are available, and employee cost for the plans ranges from $0 to $19.18 per month.


Vision Care: A plan is available for employees and dependents with a cost of $1.48 per month.

Flexible Spending Arrangement (FSA): Medical and dependent care reimbursement accounts are available.

Disability Insurance: Disability insurance is provided by the state (SDI) and includes Paid Family Leave (PFL).

Life Insurance: A life insurance policy of $50,000 for employees, and $5,000 for each dependent is provided at no cost.

Tuition Reimbursement: Employees are eligible for tuition reimbursement up to $900 per fiscal year for job related or professional development courses after 120 days of employment.

Deferred Compensation Program: Employees may defer a portion of their salary into a deferred contribution plan (457 plan). The City will match the employee contribution up to $32.50 per pay period.



Annual Leave: Employees accrue 164 hours per year for the first five years of employment, and 204 hours per year after five years of employment. Annual leave combines vacation and sick leave.

Holidays: Eleven (11) paid holidays per year, paid at eight (8) hours each.
