Duties:

Plan and coordinate delivery of a comprehensive training program for new investigators.

Plan and implement regular continuing in-house training programs for investigators.

Review and revise, resource and training manual for use by investigators.

Assure statewide consistency in training and investigative best practices.

Keep up with statewide, regional and national advances regarding investigative tools and techniques.

Meet regularly with the deputy chief counsel or one of the supervising managing directors of the public defender division to review compliance with responsibilities and to discuss regional and statewide issues.

Meet regularly with individual regional supervisors to assure statewide consistency in supervision standards.

Draft annual performance reviews for each regional supervisor; and assure that an annual performance review is prepared for each staff investigator.

Monitor investigator caseloads to assure that each investigator?s caseload is appropriate; provide immediate assistance and backup on investigative issues and cases.

Assume primary investigative responsibility in particular cases, as requested by the deputy chief counsel.

Assist with recruiting and hiring of investigators to ensure quality and diversity of staff.

Serve as liaison between investigators, attorneys and CPCS administrative staff.

Serve as a central informational resource for attorneys-in-charge.

Advocate for procurement of new tools and technology necessary for investigators to perform their assigned tasks.

Create and administer a protocol for tracking investigation requests and caseloads.

Collect and maintain statistics relative to investigator caseloads.

Make and maintain personal contact with individuals in various agencies (e.g., police, hospitals, ambulance services, courts) to facilitate investigators? access to witnesses and records.

Qualifications:

Must have a demonstrated commitment to providing quality representation to indigent clients facing criminal prosecution.

Must possess a valid and active Massachusetts driver?s license and have full access to a dependable automobile.

Must have at least five years of experience as a criminal investigator or criminal defense attorney, preferably in cases involving the provision of defense services to indigent defendants.

Must have demonstrated knowledge of the criminal justice system, criminal defense practice, and forensic investigation theory and methodology, including but not limited to the use of on-line investigative tools, and camera, video, and digital equipment and technology.

Must have the ability to assess the training needs of investigators and the technological advances in the field? and to develop and coordinate the delivery of programs and resources designed to meet those needs.

Experience in the supervision and evaluation of investigator performance within an indigent defense framework a plus.

Must be proficient with Microsoft Office, internet databases, social media, online searches and databases, surveillance technology, imaging and audio and video equipment.

Must have strong interpersonal skills, and ability to communicate effectively, orally and in writing.

Must have excellent analytical and time-management skills.

Bilingual abilities a plus.

Massachusetts private investigator?s license a plus.

Must have flexibility to work outside of regular business hours, e.g. on nights and weekends, if required.
