DESCRIPTION OF DUTIES AND ESSENTIAL FUNCTIONS
Investigates reports of criminal or employee misconduct. Investigates reports of illegal or improper use, diversions or theft of City and/or department materials or tools. Gathers and submits evidence in cooperation with the Houston Police Department's Public Integrity Review Group for the purpose of issuing complaints for criminal prosecution; signs these complaints as complaining witness. Contacts the Houston Police Department or other law enforcement agencies for the purpose of furnishing or obtaining information concerning damage, theft or misuse of City and/or department facilities. Prepares reports and case summaries to document investigations. Performs other related duties when requested.

WORKING CONDITIONS
The position occasionally requires stooping or bending. Occasional very light lifting, such as three or four reams of paper or books (up to 20 pounds or an equivalent weight) may be required. Requires the ability to make simple gross motor responses within large tolerances.

This is a Department of Public Works and Engineering Emergency Management Position at the Tier 1 Level.
MINIMUM REQUIREMENTS:
MINIMUM EDUCATIONAL REQUIREMENTS
Requires an Associate's degree in Criminal Justice, Accounting, or a related field. Pertinent professional experience in law enforcement and/or investigating public loss at the corporate level may be substituted for the above educational requirement on a year-for-year basis. A Bachelor's degree in Criminal Justice, Accounting, or a related field may be substituted for the education requirement and two years of the experience requirement.

MINIMUM EXPERIENCE REQUIREMENTS
Four years of professional experience in law enforcement and/or investigating public loss at the corporate level are required.

MINIMUM LICENSE REQUIREMENTS
Valid Texas Driver's License and compliance with the City of Houston policy on driving.
PREFERENCES:
Preference will be given to individuals with law enforcement experience, police academy trained or investigative experience. **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

However, the Department may administer a skill assessment evaluation.

Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
