Reserve Police Officer

THIS IS A VOLUNTARY NON-PAID POSITION:


QUALIFICATIONS: Entry level candidates require possession of a valid California driver’s license; be at least 21 years of age at time of appointment; graduation from high school or passage of GED in accordance with Govt. Code Sec. 1031 (e); successful completion of 30 semester units of college at an accredited institution is desirable. In addition to above, Lateral Police Officers requirements include the possession of a California Basic POST Certificate and equivalent police officer employment with a California Law Enforcement Agency in a non-probationary capacity within the past 12 months. Academy Graduates are required to be currently enrolled as a Police Academy Cadet or have graduated from a POST approved Police Academy within the last 3 years. All levels require the completion of the Foster City Police Department Field Training Program.


KNOWLEDGE, SKILLS AND ABILITIES: Ability to make forceful arrests, to read, comprehend, explain and apply complex issues of law derived from code books, computer screens, and other printed materials. Ability to drive a motor vehicle under normal and emergency conditions safely. Ability to hear and understand verbal communications at normal speaking tones via voice, radio and telephone and to verbalize succinctly. Ability to qualify in the use of firearms on a regular basis. Ability to write accurate, clear, concise, legible, factual reports in a timely manner. Ability to observe and accurately recall names, faces, numbers, incidents, and places. Ability to think and act quickly in emergencies and evaluate situations and people accurately, exercise discretion and maintain effective working relationships with fellow employees and the public.


SPECIAL REQUIREMENTS: Must pass a comprehensive physical and psychological examination as provided in the Medical Screening Manual by POST. Weight proportionate to height and build. Vision acuity minimum of 20/100 corrected to no less than 20/30 and normal color vision. Must have no record of felony criminal convictions or misdemeanor convictions, which affect his/her creditability as a witness in a court of law. Must be of good moral character and able to pass a thorough background investigation conducted under POST guidelines, including a polygraph and psychological testing. Successfully complete the Field Training Program with the Foster City Police Department. Unless you are applying as a Lateral, Academy Graduate, or currently enrolled in a POST academy, all Reserve Officer Candidates must take a POST Police Officer written and physical agility exam. Evergreen Valley Community College in San Jose and the College of San Mateo in San Mateo are a few locations that administer the tests. You are encouraged to contact E .C. C. at (408) 270-6458 or C.S.M. at (650) 574-6466 to schedule the testing process and turn in the certificate of completion to the Foster City Police Department. Achieving a passing score on both examinations is required to continue in the recruitment process. SALARY All uniformed Reserve Police Officers receive $200 a year uniform pay. In addition, all Reserve Police Officers receive pay for attending subpoenaed court cases.


SELECTION PROCEDURE: With the exception of POST Basic Academy graduates, all Reserve Officer Candidates must take a POST Police Officer written and physical agility exam. Evergreen Valley Community College in San Jose and the College of San Mateo in San Mateo are a few that administer the tests. You are encouraged to contact Evergreen Community College at (408) 270-6458 or CSM at (650) 574-6466 to schedule the testing process and turn in the certificate of completion to the Foster City Police Department. Achieving a passing score on both examinations is required to continue in the recruitment process. Qualified applicants will be invited to an oral board and BPAD examination. Candidate’s overall score must be 70% or greater to be placed on the Eligibility List. The Department will then select candidates from the Eligibility List and then conduct a background investigation, polygraph examination, a Commander’s Oral Board, psychological examination, medical examination, and a Chief’s Oral Board. Failure to pass any portion will result in disqualification. TRAINING Newly appointed Reserve Police Officers will have already successfully completed Reserve Level III (or equivalent) class before entering their position as a Reserve Police Officer. Upon completing Reserve Level II training, the Reserve Police Officer will work in full uniform with a Field Training Officer. Each month there is a required unit meeting where you also receive In-Service Training, the same training that is required for regular officers. For Level I or POST basic academy graduates, once you have completed probation and field training, you may take the oral exam for Level I Reserve Officer. As a Level I Reserve Officer you may work patrol alone, as a single officer unit, when providing relief for the City’s regular force.

THE POSITION: As a Reserve Police Officer, you will be assigned to the Patrol Division where your primary duties will include protection of life and property, the enforcement of laws and ordinances, and other police tasks. As you gain experience in law enforcement, you will also gain experience in a variety of special assignments.

REQUIREMENTS: You must be available for duty to assist the City in a case of disaster or state of emergency, or whenever there may be a crisis and supplemental officers are needed. You will be required to perform a minimum of 16 hours of duty a month. This may be accomplished several ways, including monthly unity meetings and in-service training, and patrol duties.

QUALIFICATIONS: • High school diploma or G.E.D. • 18 years of age at time of application • U.S. citizen or have applied for citizenship one year prior to application • Must be physically fit, with vision acceptably corrected to 20/20 • No felony convictions • Must possess a valid C.D.L. • A graduate of a POST Reserve Level III course and (as a minimum) currently enrolled in a POST Level II course, or possess a POST Basic Certificate or currently enrolled in a POST Basic Academy • Successfully pass a written and physical agility test.
